Classified under 2401.30.37 as 'other' tobacco refuse entered pursuant to quota provisions, excluding products from Canada, Israel, or Mexico. This refuse is typically used in blending or further processing for non-cigarette products.

Burley Tobacco Stems from Zimbabwe

Stems and midrib refuse from air-cured Burley tobacco, imported from Zimbabwe under the 12,000 MT quota of Additional U.S. Note 5. Fits 2401.30.37 as 'other' tobacco refuse, threshed or processed but not for cigarette production per Note 5(e). Used in pipe tobacco or reconstituted sheet manufacturing.

Oriental Tobacco Dust from Turkey

Fine dust and siftings refuse from sun-cured Oriental tobacco, entered as 'other' under 2401.30.37 quota provisions from 'other countries' (44 MT limit). Meets definition of tobacco refuse, not water pipe tobacco or combustion-free products. Commonly used in hookah blends or flavor bases.

Mixed scraps and cuttings refuse from flue and burley tobacco processing in Malawi, imported pursuant to 12,000 MT quota under 2401.30.37. 'Other' category for refuse not qualifying elsewhere in 2401.30, intended for industrial blending.

Refuse including stems and lamina scraps from fire-cured tobacco, from non-quota-specified countries under 44 MT 'other' limit in 2401.30.37. Processed similarly but classified distinctly from leaf headings.
