Frozen baby carrots are small, uniformly cut carrots that mimic immature carrots, blanched and individually quick-frozen (IQF) without vinegar or acetic acid. They are prepared and preserved by freezing, which is a process other than those specified in Chapter 7, 8, or 11, and thus fall under tariff item 2004.90.11 as baby carrots of a length not exceeding 11 cm.
2004.90.11Frozen Blanched Whole Carrots
Frozen blanched whole carrots are mature carrots that have been peeled, blanched, and frozen whole without vinegar or acetic acid. They are prepared and preserved by freezing, which is a process other than those specified in Chapter 7, 8, or 11. However, since they are mature whole carrots and not baby carrots of a length not exceeding 11 cm, they do not fall under tariff item 2004.90.11 and are instead classified under the residual item for other frozen vegetables.
