Rolled Oat Groats from Japan

Rolled oat groats are produced by steaming and flattening oat grains, resulting in a product where at least 95% by weight passes through a 1.25 mm sieve, classifying it as oat meal under heading 1103. This meets Chapter 11 note requirements for fragmentation of cereal grains without further milling into flour. Commonly used in porridge and baking.
