CEM-1 copper clad laminate panels consisting of a composite epoxy material core clad with refined copper foil on one or both sides, with foil thickness not exceeding 0.15 mm. These panels are used for single- and double-sided PCB prototypes and low-cost circuit board production. They are classified under tariff item 7410.21.00 as backed copper foil of refined copper.
