Cream of Wheat is a finely ground wheat semolina used as a hot cereal. It qualifies as wheat meal under heading 11.03, with at least 95% passing a 1.25 mm sieve, and meets the starch content exceeding 45% and ash content not exceeding 2.5% by weight on a dry basis. It is not a prepared food of heading 19.04, as it is sold in raw milled form.
