Women's trousers of synthetic fibers, containing 6.6% or more of elastomeric fiber, classifiable in subheading 6204.63.35. These pants are cut or knit to shape and sewn or otherwise assembled in the territory of a CAFTA-DR party (as defined in general note 29(a)) but do not qualify for preferential tariff treatment under general note 29 due to insufficient regional value content or origin rules. They qualify for special treatment under HTS 9822.05.70 by meeting specific chapter 62 rules 1, 3, 4, and 5.
