Woven poplin fabric containing 97% cotton and 3% spandex by weight, classified in subheading 5208.32.30, wholly formed in Chile from yarn produced outside Chile/US territory per U.S. note 4 to subchapter XXII. This meets HTS 9822.02.02 quota requirements for Chilean cotton/man-made fiber fabrics with specific construction not commercially available in commercial quantities.
