Nickel ingots damaged during transportation with significant surface oxidation and cracks, produced from scrap melting without alloying or purifying. These ingots cannot be used commercially without remelting and fall under HTS 9817.00.90 as defective unwrought metal intended for remanufacture. They require complete remelting for recovery of nickel content.
