Unwrought metal including remelt scrap ingot (except copper, lead, zinc and tungsten) in the form of pigs, ingots or billets (a) which are defective or damaged, or have been produced from melted down metal waste and scrap for convenience in handling and transportation without sweetening, alloying, fluxing or deliberate purifying, and (b) which cannot be commercially used without re-manufacture; relaying or rerolling rails; and articles of metal (except articles of lead, of zinc or of tungsten, and not including metal-bearing materials provided for in section VI, chapter 26 or subheading 8549.11, 8549.12, 8549.13, 8549.14, 8549.19 and not including unwrought metal provided for in chapters 72-81) to be used in remanufacture by melting or to be processed by shredding, shearing, compacting or similar processing which renders them fit only for the recovery of the metal content: > Other > Pigs, ingots or billets

Defective Aluminum Billets
Aluminum billets produced from melted down scrap metal without sweetening, alloying, or purifying, exhibiting surface defects and cracks that render them unsuitable for direct extrusion or forging. These defective billets require complete remelting and reprocessing before commercial use, qualifying under HTS 9817.00.90.40 as unwrought aluminum in billet form unfit for use without remanufacture.
Contaminated Magnesium Pigs
Magnesium pigs cast from remelted scrap containing oxide inclusions and impurities preventing direct foundry use. Requires remelting with fluxing for commercial applications, qualifying as defective unwrought magnesium under HTS 9817.00.90.40.
Cracked Titanium Billets
Titanium billets with internal cracks and surface delamination from scrap consolidation without alloying or vacuum arc remelting. Unfit for aerospace forging without complete remelt, covered by HTS 9817.00.90.40 provisions.
Porous Cobalt Ingots
Cobalt ingots exhibiting porosity and shrinkage cavities from scrap melting without degassing or refining. Cannot be used for superalloy production without remelting, specifically provided for under HTS 9817.00.90.40.
Surface-Defective Molybdenum Billets
Molybdenum billets with heavy surface oxidation and laps from scrap pressing without chemical cleaning or electron beam remelting. Requires complete remelt for commercial wire production under HTS 9817.00.90.40.
Delaminated Zirconium Ingots
Zirconium ingots with delamination and piping defects from scrap arc melting without consumable electrode remelting. Nuclear-grade material requires complete remelt per HTS 9817.00.90.40 standards.
Cracked Tantalum Billets
Tantalum billets with transverse cracks from scrap electron beam melting without secondary refining. Electronics capacitor grade requires remelt processing under HTS 9817.00.90.40.
Oxidized Rare Earth Metal Ingots
Mixed rare earth metal ingots (neodymium/praseodymium) with heavy surface oxidation from scrap vacuum induction melting. Magnet production requires remelt purification per HTS 9817.00.90.40.
Porous Tungsten Scrap Ingots

Contaminated Precious Metal Ingots
Platinum group metal (PGM) ingots contaminated with base metals from scrap aqua regia refining. Requires remelt and electrolytic purification under HTS 9817.00.90.40.
Damaged Aerospace Titanium Scrap Ingots
Ti-6Al-4V scrap ingots with hydrogen pickup and alpha case from VAR scrap consolidation. Aerospace forging requires triple VAR remelt per HTS 9817.00.90.40.
Mixed Rare Metal Billets
Mixed refractory metal billets (W-Nb-Ta) from scrap plasma arc melting with segregation issues. Requires remelt separation for commercial alloy use under HTS 9817.00.90.40.
Damaged Nickel Ingots
Nickel ingots damaged during handling with deep surface cracks and porosity from scrap melting without fluxing or purifying. Cannot be rolled or forged commercially without complete remelting, specifically provided for under HTS 9817.00.90.40 as defective unwrought nickel.
