Soft cotton net fabric in fine mesh for lightweight veils and headpieces, often in strips or motifs. HTS 5804.10.10.00 includes this as cotton tulle/other net, not lace with embroidery (5810) or knotted (5608). Chapter notes support classification for apparel use pieces.
