Nonwoven polypropylene staple fiber fabric produced by mechanical needling, exceeding 150 g/m², used in civil engineering to separate soil layers in road construction. HTS 5603.94.90.50 applies to its staple fiber mechanical entanglement without exclusionary plastic lamination. Cohesion enhanced by stitch-bonding qualifies under chapter notes.
