Dow VLPVC-65 is a low-VOC emulsion of vinyl acetate-vinyl chloride-ethylene terpolymer (<50% VA derivatives, non-aromatic), designed for pressure-sensitive adhesives. Primary liquid form prior to final formulation. HTS 3904.30.20.00 applies based on predominant monomer rules in subheading notes.
