Polyether non-ionic surfactant from oleyl alcohol (unsaturated C18 fatty alcohol from vegetable oils), ideal for low-foam textile scouring and metal cleaning. Reduces water surface tension per note 2(b) and forms emulsions, fitting 3402 organic surface-active agents. Specified in 3402.42.20.10 for polyethers of vegetable fatty origin.
