Stabilized phosphoryl chloride (POCl3 with inhibitors) is a fuming liquid used in phosphate ester production and as a dehydrating agent. Though pure POCl3 is 2812.10, stabilized versions with inorganic additives fall under HTS 2812.90.00 as other halide oxides of nonmetals. Chemically defined and excluded from organic chapters.
