C5 raffinate is a light hydrocarbon stream from di-isopropyl ether production, used as a gasoline blending component for octane and volume. HTS 2710.12.18 applies as it's a motor fuel blending stock light oil with >70% petroleum content and proper distillation range. Commonly sourced from petrochemical crackers.
