White cement clinkers are intermediate nodules from the kiln firing process of low-iron raw materials, ground into finished white Portland cement. Under HTS 2523.21.00.00 as white Portland cement in clinker form, not yet pulverized. Imported for final grinding at destination mills.

Import Tips
• Provide kiln process logs showing low iron raw materials to substantiate white clinker status during customs valuation
• Use moisture-proof bulk bags for clinkers to prevent pre-hydration during ocean transit
• Avoid declaring as finished cement; clinkers have different grinding yield factors affecting duty calculations
