Loose, whole stems from air-cured Burley tobacco, neither cut nor ground, packed in fiber drums for export. HTS 2401.30.23.90 applies to these uncut tobacco refuse stems designated for pipe tobacco or snuff, not cigarettes. Bulk form prevents retail classification.
