Zimbabwe-origin flue-cured Oriental-type tobacco leaves, partly stemmed, entered under the 12,000 MT Note 5 quota. This aromatic, small-leaf variety is prized for pipe blends and specialty cigarettes. HTS 2401.20.33.10 applies to its flue-curing process and quota compliance.
