Flue-cured bright leaf tobacco, partly stemmed and stripped but not threshed, classified under HTS 2401.20.31.10 as flue-cured leaf intended for use in products other than cigarettes, such as pipe tobacco or chewing tobacco. This high-nicotine variety is grown primarily in the U.S. Southeast and dried using controlled heat in flue-curing barns to preserve its light color and sweet flavor.
