Partially stemmed Criollo tobacco from Nicaragua's Estelí region, used as filler in long-filler cigars. These leaves provide flavor and body without wrapper content. HTS 2401.20.29 applies to cigar binder and filler not exceeding 35% wrapper tobacco.
