Cameroon wrapper leaves are thin, elastic, and aromatic, prized for their slow burn in high-end cigars. Partly or wholly stemmed but unthreshed, with over 35% wrapper content, they qualify under HTS 2401.20.14 as specialized unmanufactured tobacco.
