Zirconium cladding sheets are thin, flat-rolled zirconium products used to clad nuclear fuel rods. They fall under tariff item 8109.99.00 as other articles of zirconium because they are not within the definition of plates, sheets, strip, or foil in Chapter 81 (their thickness exceeds one-tenth of width, or they are shaped for a specific use).
