Hardwood nut shell activated charcoal is produced from pecan or walnut shells through steam or chemical activation, resulting in a porous material used for water filtration and air purification. Although activated, it is classified as nut shell charcoal under tariff item 4402.20.90 because the activation process does not remove it from the scope of heading 44.02, which covers wood charcoal including shell or nut charcoal, whether or not agglomerated.
