NeoGraf Colloidal Graphite Solution from Mexico

The graphite is in a semi-colloidal dispersion, which qualifies it under tariff item 3801.20.00 as a colloidal or semi-colloidal graphite preparation. It is not a separate chemically defined compound and is not excluded by Chapter 38 notes.
