Cosmetic-impregnated wipes are non-woven fabric sheets saturated with makeup-removing lotion, designed for personal cleansing and cosmetic removal. Chapter note 4 explicitly covers wadding, felt, and nonwovens impregnated, coated, or covered with perfume or cosmetics under heading 33.07. These wipes are packaged in retail foil packs for consumer use.
