Potassium salicylate is an inorganic salt of salicylic acid, an organic compound with a phenol function. Under Chapter 29 Note 5(C)(1), inorganic salts of organic compounds are classified in the heading appropriate to the organic compound, which is salicylic acid in heading 29.18. This water-soluble salt is used in topical pain relief formulations and as a chemical intermediate.
