Hexachlorobenzene (HCB) Technical Grade is a chlorinated aromatic hydrocarbon used as an intermediate in organic synthesis and historically as a fungicide. It is a separate chemically defined organic compound, explicitly named under tariff item 2903.92.00. The technical grade may contain impurities, which are permitted under Chapter 29 Note 1(a) as long as the product remains a chemically defined compound.
