Although it is an organic compound, heading 28.45 covers compounds, inorganic or organic, of isotopes other than those of heading 28.44. However, because carbon-14 is a radioactive isotope, it is excluded from heading 28.45 by Note 1(A) to Section VI and must be classified in heading 28.44.
