It is not stuffed or otherwise prepared, and it contains no meat or other ingredients that would place it in Chapter 16. This product contains 25% or more by weight of wheat and is classified under tariff item 1902.19.12 when over the access commitment, with the inward processing regime allowing duty-suspended import for food manufacturing.
