Hulled Quinoa from Japan
Hulled quinoa is quinoa seeds that have been processed to remove the saponin-containing outer coat, leaving the edible seed. Quinoa is not listed in the cereals of chapter note 2, so it is an 'other cereal' under heading 11.04. The hulling process is a form of 'otherwise worked' processing, and the product is not milled to the standards of heading 11.03.
