Toasted oat groat pieces undergo fragmentation followed by light toasting, but retain classification under heading 11.03 as long as they meet the sieve and starch/ash criteria. The product has at least 95% passing through a 1.25 mm sieve and high starch content. Light toasting does not constitute preparation that would move the product to another heading.
